Here's the difference...
In a PvE arranged/guildie group a self hear is in no way necessary. Your guildie monk should know what he's about well enough for PvE and, if he doesn't, he needs to learn without being fooled into thinking he's doing well by your healing yourself.
In a PuG, you never know what you will end up with and self heals are essential for any class. A monk can go AFK, a monk can just suck, a monk can get pissed off for some reason and decide to protest against his servitude, you just never know. In those situations, it's better to be prepared than to have to start over again.
That being said, the build looks fairly strong. sever/gash/sun&moon/dragon is a fairly reliable combo. Personally, I always enjoyed using "For Great Justice!" with it so you can just go back and forth between those 2 attacks until the shout ends. I'm curious, how often do you find yourself needing to end Vital Boon prematurely? Could you replace the Sig with either an interrupt of "FGJ!" or would that be messing up the works?

EDIT: "those 2 attacks" being sun&moon+dragon, of course

i would say set your attributes at 11, 10, 10 so your healsig is actually useful. also i would probably replace sun and moon with riposte, just because i love riposte.

alright.
here's whats been happening: i have this build currently
[card]sever artery[/card] [card]gash[/card] [card]sun and moon slash[/card] [card]dragon slash[/card] [card]conviction[/card] [card]vital boon[/card] [card] signet of pious light[/card] and res sig
my attributes are
14 swords (12+1+1)
10 earth prayers
9 tactics (8+1)
the reason for still having tactics so high is simply because i plan on replacing SOMEHITNG for FGJ. however i don't know what yet
my choices are the signet or conviction...and i am leaning towards conviction (all that wasted faction and money lol)
what else.....oh yeah! i do think that ending vital boon with signet is useful, it nets a huge amount of healt gain. and i have done it a lot lately to save myself when we are having stability problems.
in regards to the problem that has arisen on this forum: i think that although everyone has been correct in one way or another i think that the real problem here is that everyone has different wys of looking at who's fault it is when a party crashes..
it's everyones ENOUGH SAID
this build is meant to be versitile and survive both pve and pvp.
on a different note. has anyone tested it out yet? im curious as to your findings

This is what I am going to use when I get NF. Seems really good. You use the warrior for the armor, and the dervish for the strength. And both of them for health.

You should go with that, if you want to sit there and do nothing productive.
Is conviction worth the loss of Flail? "WY!" at a reasonable spec is a partywide buff, and dosn't ocupy your stance slot.

tbh when i monk bars rarely move up unless i or another monk make them, the self heals for professions mostly suck.
its a shame gw doesnt have stats at the end of mission, like how much monks have healed, enemies killed etc

the only self heal my warriors runs is endure pain, if you consider it a heal? i dont run a self heal becuase i run with competent monks endure pain works great for over extending, spikes etc give it whirl youll be surprised,

If I know I'm playing with a terrible monk, (they ping Healing Breeze before the mission), the heal I use on my warrior is usually Lion's Comfort.
Adrenaline isn't hard to come by, and I can still run with 12 in Strength and have an efficient heal. (7 tactics and 14/16 weapon)

HB has its uses, i take it, but i dont use it much on my monk, ill have 3-4 spike heals, healparty, a elite. so HB is there for its health over time

Be interested in hearing a Prot Monks point of view on the Vital Boon + Signet of Pious Light slant. Nothing quite like removing a Prot enchant when you're getting hit by multiple Dervish/Rangers and wasting whatever energy the monk has just used protecting you.
